What happened within UN between 1988 and 1996 has been a cause for the intransigence of Morocco . What was needed for Hassan II to maintain his aggression on our territory and pretend it to be a part of his monarchy, was the coming of those two periods in UN history . We all know that the first report of UN general secretary Javier Perez de Cuellar that was followed by the resolution of security council 658 contained as it should the proposals of UA and UN that were agreed by Morocco and POLISARIO Front alike in august 1988 but the second one of his of the resolution 690 proved unjust and inacceptable; it gave Moroccan government the bogus right to introduce people -nearly 170000- who , if we refer to Spain census of 1974, cannot be allowed to vote in self-determination and the arguments Moroccan government presents; the limits of human mind cannot include them . H41 and H61 are clear and the number of people who were counted doesn't exceed 600 persons , the question that we ask here and can pose on the world and let the world answer : what law is that that gives all people whom the 600 persons have bloody ties with , whether from far or near , the right to vote in the self-determination? The answer then appeared within Security Council because there were members of Security Council who asked the General Secretary to change his report because it distorted the right of Western Sahara people , he categorically refused ---I will change no comma---. Then there was the period of B. Boutros Gali that did not only roorted J .P De cuellar's period 's mistakes but it created more complicated ones and in which MINORSO was , many times, accused to have ties with POLISARIO Front which was lie . That period ended up stopping the process of identification and having exploited 5 years in vain . And on an Italian TV meeting with HASSAN II expressing his view then on Western Sahara issue , he said ---the motor doesn't work , and B.B.Gali wasn't a good mechanic--- but the true question that he wouldn't have answered is why B.B.Gali didn't exploited all his competences and before him there had been J.P.De Cuellar? . I think that Hassan II had a view and knew where he wanted to arrive, but I cannot say that he entirely succeeded when he chose to go with us to UN because that means that we failed in that step . The reason that he and his son could avoid to recognize the right of our people in self-determination despite all the efforts that UN G. Secretary Kofi Anan and his special representative James Baker exploited to solve the conflict was that he so well sewed the situation between 1988 and 1996 and that is what Med Fadel Smail affirmed when he reported to press on January 1 ,1997 --- we have perhaps committed a strategic mistake in engaging ourselves in a plan of peace that imposed upon us a ceasefire without counterpart , Moroccans have contrary had the possibility to exploit the stop of combats to fully embolden themselves militarily and administratively --- now it is for UN to find a political outlet that saves the sacred right of Western Sahara's people in self-determination . That time was hard and politically blurred enough for Front POLISARIO so that the president Mohamed Abd Alaaziz described it with these words ---if Morocco and its friends within Security Council force us to free ourselves with another manner than this one traced in the plan of peace ,we will choose the other path---. the alignment of those two men with Moroccan policies was a mistake that we must always talk about and of which make keen deductions get out and always put them aside without ignoring that we will have to use them as a kind of Moroccan political traps on which they will, in one way or another , sew , again and again other ones to distract the world from this fair and peaceful issue that is worthy of hearing and full support from all democratic nations that stand firm on the side of the values of tolerance and self-determination that lead to peace and dignity.
